CLUB PERMIT SCHEME - Update
The Club Permit Scheme has been running for nearly a year now and as anticipated has seen a large increase in membership of people just wanting to have a car on the scheme. This is mainly due to the removal of the restrictions on when you can use your vehicle, now you are not restricted to just driving on club events.
With the new scheme we have received a lot of questions resulting from misinformation so I would like to clarify a few points. Yes you do have to be a financial member of the club and the club is obligated to inform Vic Roads should your membership cease.
The next most common question is about the requirements to have a Roadworthy Certificate. Regulation 155(1)(b) states “Club responsibility for verifying that a vehicle is safe for use will be the same as currently i.e. by club inspection and a letter confirming the vehicle’s state or by sighting a current Certificate of Roadworthiness for the vehicle”.
The VWCV is not willing to accept the risk and potential liability of guaranteeing a vehicle is safe for use and as such we have made the presentation of a current roadworthy certificate a requirement even if the vehicle is currently registered and again, yes, it has to be a current one. Someone recently presented one that was a few years old and could not understand why we would not accept it. It is also interesting that many of the complaints about this have stemmed from the cost of bringing the vehicle up to a roadworthy condition. At present you do not need to have a roadworthy to renew your registration but it will remind you that it is still the owner’s responsibility to maintain the car in a roadworthy condition.
This leads me to modifications. The club’s position is that the club permit scheme is there to preserve CLASSIC and HISTORIC vehicles and in our case this means VWs powered by a VW engine and we apply this position when supporting a member’s application for CH plates. We will accept minor modifications for safety but things like modern engines, chopped roofs, etc are not accepted even with full engineering. Once again I reiterate that the CH scheme is not there to allow cars to be driven that would not normally be able to be registered.

A word of caution: there are clubs around that are allowing cars of all descriptions to be on the CH scheme even ones that are not in line with their club purpose, just to increase membership. This even includes cars that do not meet the design rules and are unroadworthy. This is likely to change next year when Vic Roads and the police are likely to start stopping cars for checks with the result that the club can lose its ability to have vehicles on CH Plates.
In finishing I would like to remind everyone that the CH Scheme is not a registration scheme. It is a limited use permit and is a privilege not a right.
